Position Title: Chief Executive Officer (CEO) – Dredging

Location: Vietnam / International Operations

Industry: Inland Dredging/non-marine such as:

• Canal, river/estuary and ditch dredging
• Waterway and irrigation projects
• Canals, dikes, dams and reservoirs
• Earthwork and excavation of silt/soil
• Irrigation and drainage works
• Pumping stations and related water infrastructure projects

Role Overview

The CEO – Dredging, Ports & Marine Infrastructure Division shall be responsible for leading the overall business operations, strategic expansion, project execution, profitability, and commercial growth of the dredging and marine infrastructure business. The role requires strong experience in dredging operations, port development, canal dredging, river management, sand mining, marine logistics, and large-scale infrastructure projects.

The candidate will drive end-to-end operations including project management, business development, marine equipment management, mining operations, logistics, government coordination, and overall P&L responsibility.

Key Responsibilities

• Lead and manage overall dredging, port, canal, marine infrastructure, and sand mining business operations.
• Drive strategic growth and expansion across dredging, inland waterways, ports, coastal infrastructure, and mining projects.
• Manage end-to-end project execution including:
  • Capital Dredging
  • Maintenance Dredging
  • Canal & River Dredging
  • Port Development
  • Sand Mining Operations
  • Marine Logistics & Transportation
• Lead business development initiatives for government, infrastructure, mining, and marine projects.
• Develop relationships with government authorities, port authorities, mining departments, EPC contractors, and infrastructure clients.
• Manage marine fleet operations including dredgers, barges, support vessels, mining equipment, and logistics assets.
• Drive operational efficiency, project profitability, equipment utilization, and cost optimization initiatives.
• Ensure compliance with environmental, marine, mining, statutory, and safety regulations.
• Lead cross-functional teams across operations, engineering, project management, logistics, commercial, and finance functions.
• Monitor market intelligence, project pipeline, bidding opportunities, and competitor analysis.
• Manage overall P&L performance and business profitability.
• Support greenfield expansion, international operations, and strategic partnerships.

Desired Candidate Profile

• Strong leadership experience in Dredging, Ports, Marine Infrastructure, Sand Mining, Mining Operations, Inland Waterways, or Infrastructure sectors.
• Proven experience in CEO / COO / Business Head / Project Director / Marine Operations leadership roles.
• Strong exposure across:
  • Dredging Operations
  • Port & Marine Infrastructure Projects
  • Sand Mining & Aggregate Mining
  • Project Execution & EPC Management
  • Supply Chain & Logistics
  • Marine Fleet Management
  • Business Development & Contracts
  • Commercial & P&L Management
• Experience in handling large-scale marine/infrastructure projects and multi-location operations.
• Strong understanding of marine equipment, dredging technology, mining operations, and infrastructure project management.
• Experience in government liaison and statutory compliance management preferred.
• International exposure and export/import logistics experience will be an added advantage.

Qualification

• Bachelor’s Degree in Civil Engineering / Marine Engineering / Mining Engineering / Mechanical Engineering or related field.
• MBA or Project Management qualification preferred.

Experience

• 18–30+ years of relevant industry experience.
• Minimum 8–10 years in senior leadership/business head roles.
