Job Description:

JOB PURPOSE:

To provide contractual, procurement, and legal services within the company business in an efficient and effective way in accordance with Company Operating Procedures, Contract & Procurement Procedure and Guidelines to facilitate the Company Petroleum Operation

COMMON RESPONSIBILITIES:

  • HSE
    • Always maintain HSE awareness.
  • Law/Rules Compliance
    • Ensure all activities comply with Governmental Regulations and Company Policies and Rules.
  • Staff Management
    • Manage direct subordinates to achieve objectives effectively and maintain good teamwork and a healthy working environment.
    • Advise, coach, motivate, and support direct subordinates, providing both mandatory and skill-up training opportunities.
    • Review and appraise subordinates’ work performance.
  • Liaison
    • Assist and support the Direct Supervisor.
    • Maintain effective intra/inter-office and external counterpart communication for smooth operations. For specific counterpart liaison, refer to “SPECIFIC RESPONSIBILITIES”

SPECIFIC RESPONSIBILITIES

  • Oversee and manage, and render contractual, procurement, and legal services to support the Company petroleum operation.
  • Review, negotiate, develop, prepare, and process contracts for a wide variety of services and vendors.
  • Maintain and abreast data and information onto the Company Contract Database/ Maximo System.
  • Keep good filing system and have in place good record of all contract and procurement activities to facilitate regulatory and partnership inspection and audit.
  • Check and verify invoices for contract and procurement work, as appropriate.
  • Identify, analyze, and evaluate contractual compliance issues; resolves and/or facilitates resolution of compliance-related problems among constituencies, as appropriate.
  • Respond to, initiate, and evaluate requests multiple services; make recommendations to Supervisor and Manager on appropriate course of action.
  • Assist in development, implementation and maintenance of policies, objectives, short- and long-range planning; develop and implements projects and programs to assist in accomplishment of established goals.
  • Remain abreast of current and emerging issues related to the national, state, and contracting practices, privacy, compliance and/or government rules and regulations.
  • Participate in development, implementation and maintenance of policies, objectives, short-and long-range planning; develops and implements projects and programs to assist in accomplishment of established goals. Perform miscellaneous job-related duties as assigned by Manager.

GENERAL REQUIREMENT:

  • The post holder should have a University Degree preferably business administration or foreign trade qualification

MINIMUM REQUIREMENT: 

  • Education:
    • University degree Experience
    • At least 8 years of working experience in oil and gas industry.
    • Demonstrate proof of sound knowledge and understanding of the contracting and tender process and legal work in Oil & Gas Industry.
    • Have good knowledge of oil and gas exploration, production, and upstream activity.
    • Have strong capability and ability to conduct negotiation with contractors and suppliers.
    • Basis understanding the operations of the Company and Oil & Gas services contractors.
  • Specific knowledge & skills:
    • Fluent in written and spoken English (Legal and contractual English).
    • Good computer skill such as Excel, Word, Power Point and Maximo system
    • Deep knowledge in Commercial/Contract.
    • Good interpersonal communication and negotiation skills.
    • Good management skills.
    • Knowledge of contracting process and associated local, and other regulations.
    • Ability to analyze and interpret complex issues and make evaluative judgments.
    • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community including contractors, vendors, service providers.
    • Ability to write, review, and revise contracts, to include pricing and cost/benefit analysis.
    • Knowledge of local regulations, guidelines, and standards in area of expertise.
  • Business understanding
    • Good understanding of Company’s activities.
