Requirements

Educational Level : University graduated or above

Work Experience :        

  • Min 15 years of training development and implementation experiences in Oil Refining / Petrochemical fields and Professional experiences of working for international company and/or training project in Refinery
  • Experience in designing, developing and implanting the training works including: Training Methods, Procedures, Administration of Training Documentation and Classroom Theoretical Instruction.

Specialty/Qualification :            

  • Qualified as Training Strategy & Planning Senior Leader (senior expert level) or Equivalent
  • High experience of working or liaising with international training provider / organization
  • Proven experience in the development and implementation of training in Refinery

Skills :        

  • High knowledge and professional skills of business operations in the field of Oil & Gas / Petrochemical industry
  • Advanced knowledge and professional planning, methodologies, evaluation methods about training works with effectiveness of different types of training delivery methods and its return on investment.
  • Excellent administrative skills such as development and familiarity with manual, computerized office systems and procedures
  • Excellent English Skills
  • Excellent interpersonal skills, including team working, liaison and ability to be persuasive when progress-chasing other staff and managers
  • Excellent verbal communication skills, including cultural sensitivity and discretion in dealing with confidential or sensitive information and empowering local institutions to provide training solutions

Responsibility

  • Design, develop and implement the following tasks: Complete Training Strategies and Training Plans for all Divisions/ Depts.
  • Liaise with Company Managers, Operations and Maintenance Division Managers to assess Training Needs and Training Requirements to prepare future outline training plans for company’s personnel.
  • Assist 001-Deputy Training Manager/Training Manager to review and assess all Training Programs and Training Seminars presented to the Company by outside agencies and evaluate their potential for integrating them into existing Programs.
  • Assist on preparing a Career path for all Technical Positions, Career path is under HR and for all disciplines within the company indicating the essential Qualifications and Experience required for advancement within each discipline.
  • Establish, maintain and upgrade a Data Base for all Technical Positions within the Companies and provide Management with recommendations of personnel who are qualified for advancement or to attend Seminars
  • Prepare Bi-Annual and Annual Reports on Training Activities for presentation to the Training. The report should show everything relevant to Training Activities including details of future training plans.
  • Provide a technology road map for NSRP and effective training needs (OTS, AR/VR, eLearning, etc.) for cost effective delivery and return on investment analysis as well as prepare and present recommendations and proposals for future Training Activities to the Training Manager.
  • Liaise with the Training Departments of other Companies or Technical Colleges to discuss all aspects of training for reporting the 001-Deputy Training Manager/Training Manager.
  • Carry-out interviews with Company Personnel who have attended Seminars or Training Courses to evaluate the merits of the course and prepare reports on the results of these discussions. The reports need to show both positive and negative aspects in order to formulate future policies
  • Review and develop Training Policies and Procedures using the industry best practices.
  • Provide schedule reports on the status of technical and non-technical workforce competencies and individual development plans to the 001-Deputy Training Manager/Training Manager
  • Control and perform training project activities.
  • Control and assure the quality of all training activities.
  • Perform other duties tasks under 001-Deputy Training Manager/Training Manager’s request.
