Job Descriptions:

Supervise and manage the finance unit
Responsible for the financial health of the organization, produce financial reports and develop strategies based on financial research, guide senior executives in making sound business decisions in the long and short term.
Ensure that financial systems provide appropriate levels of security and controls over the financial resources.
Oversee financial department employees, including financial assistants and accountants;
Contract outside services for tax preparation, auditing, banking, and other financial needs as necessary;
Seek out methods for minimizing financial risk to the organization;
Stay up to date with technological advances and accounting software to be used for financial purposes;
Maintain financial policies and procedures for the organization; update when needed.
Consult the Director about expenditure plans, internal control and improvement of the financial and accounting system to suit each stage of development of the project.
Monitoring activities closely and coordinate with other units to cash flow forecast, prepare monthly expenditures, prepare monthly, quarterly and annual financial reports to present to the Director and Management Board.
Be point of contact to donors in all project financial manners.
Strictly monitor funds allocated to sub- awardees, or funds re-allocated to organizations and individuals engaged in project activities. Notify Director/ Chief of Party in case of change.
Establish relationship with relevant agencies to update the information serving for the project operation such as tax agencies, banks, ....
Other related assignments as requested by the Director/ Chief of Party.
Monitor the day-to-day financial operations within the organization, such as payroll, invoicing, and other transactions;
Financial performance is continuously monitored against the budget and workplan and issues of concern are regularly informed to COP by updating the financial analysis;
Supervise the implementation of provincial office accounting system and make sure all financial staff closely supervised and monitored; coaching, training and guidance are provided in a timely manner.
Ensure audit findings are followed up and recommendations are implemented;
Financial reports and advance and liquidations properly and in timely manner prepared & submitted to donors and Board of Director as required;

Qualifications:

BA in Accounting/Finance/ACCA qualification
Chief Accountant Certificate
Min 3-5 years’ relevant experience in financial management and accounting. Working in development projects is preferable.
Excellent planning skills and able to interact with all levels and partners
Good MS Office skills particularly strong capabilities in MS Excel and other accounting software
Ability to work under high pressure
Good team-work skills
Adequate English language in finance and accounting

Chịu trách nhiệm trực tiếp điều hành, quản lý các công việc của bộ phận tài chính, kế toán
Quản lý các công việc tài chính của cơ quan, bao gồm các khoản chi liên quan đến hoạt động của Trung tâm, hoạt động của dự án dưới sự chỉ đạo trực tiếp của Giám đốc Trung tâm.
Tham mưu cho Giám đốc về việc lập kế hoạch chi tiêu, kiểm soát nội bộ và cải tiến hệ thống tài chính, kế toán cho phù hợp với từng giai đoạn phát triển của Trung tâm.
Theo dõi chặt chẽ các hoạt động và kết hợp với các phòng ban để dự báo dòng tiền, lập dự trù chi tiêu hàng tháng, lập báo cáo tài chính theo tháng, quý và năm trình ban Giám đốc.
Theo dõi chặt chẽ nguồn kinh phí cấp cho cấp dưới, nguồn kinh phí cấp lại cho các tổ chức, cá nhân thực hiện hoạt động dự án. Kịp thời thông báo cho ban giám đốc trong trường hợp có sự thay đổi xảy ra.
Chịu trách nhiệm các hoạt động tài chính, kế toán hàng ngày và xem xét phê duyệt chứng từ hợp lệ.
Quyết toán thanh lý hợp đồng với các nhà cung cấp, cơ quan tài trợ theo từng dự án.
Đảm bảo việc thanh, quyết toán cho mọi hoạt động của trung tâm được kịp thời và chính xác.
Chịu trách nhiệm lập các báo cáo tài chính (chi tiêu, nguồn tiền, quản lý… ) hàng tháng, hàng quý để trình Ban Giám đốc và nhà tài trợ theo yêu cầu.
Chịu trách nhiệm lập các bảo cáo quyết toán thuế định kỳ theo yêu cầu của nhà nước, hồ sơ hoàn thuế 6 tháng 1 lần cho tất cả các dự án theo quy định của trung tâm và nhà tài trợ.
Xây dựng hệ thống kế toán theo đúng quy định của pháp luật, cập nhật các thông tư, nghị định phù hợp với hệ thống kế toán và các yêu cầu thực tế của Trung tâm.
Xây dựng các chính sách, quy định, quy chế về tài chính cho các hoạt động của Trung tâm.
Chịu trách nhiệm đào tạo nhân viên cấp dưới cũng như các nhân viên khác về các kiến thức, nghiệp vụ, kỹ năng cần thiết và phổ biến, cập nhật những quy định mới.
Thiết lập quan hệ với các cơ quan hữu quan để cập nhật thông tin phục vụ cho công việc của Trung tâm như: Cơ quan thuế, ngân hàng …
Thực hiện các nhiệm vụ khác theo yêu cầu của lãnh đạo Trung tâm.
Yêu Cầu
Tốt nghiệp đại học tài chính, kế toán, quản trị kinh doanh hoặc kinh tế (chuyên ngành tài chính kế toán)
Có chứng chỉ Kế toán trưởng
Có ít nhất 5 năm kinh nghiệm làm kế toán viên và 2 năm kinh nghiệm kế toán trưởng
Sử dụng thành thạo các phần mềm kế toán, Word, Excel
Có thể sử dụng tiếng Anh, chủ yếu đọc và viết đơn giản
