Job Description
The main duties of the Senior Procurement Specialist will involve capacity building, provision of and support to the Procurement Supervisor and manage her/his staff group in all the operation procurement activities. She/he shall:
1. General Responsibilities:
• Support Procurement Supervisor in all aspects of procurement activities for operation/drilling campaign.
2. Advising Responsibilities:
• Identify the Needs of materials/Products/Services for the Work Program;
• Advise Procurement Supervisor on contracting strategy for each operation/drilling package.
3. Bidding and Contracting Responsibilities:
• Draft, prepare and obtain approval of MCs for Contracting Strategy and ITB
• Lead the Operation/Drilling contracts negotiation and overall drilling campaign control;
• Ensure all material, equipment and services required by the drilling campaign to be procured in line with appropriate procedures and be ready on site;
• Make market survey to a specific product or service in case of necessary and regular monitor supplier price movements and market fluctuation;
• Co-ordinate/support all pre-contract work & tender package preparation, evaluation of bids, contract negotiation, contract award for Operation/Drilling Group;
• Obtain Client ’ Management Approvals as per Petroleum Contract, Procurement Procedures in order to ensure Operation/Drilling Group obtain all necessary approvals prior to commitments;
• Coordinate with Operation/Drilling User Manager in preparation of Service Contracts, Contract CO, Work Service Orders (WSO), CORs and provide legal back-up to procurement team for placement of Purchase Orders (PO);
• Supervise the preparation of Contract COs, WSOs, Call-offs prior to obtaining sign-off for approvals, rejection and update to Contractors;
• Forecast the potential risks of the contract and solution;
• Supervise the verification of payment release for Service Contracts, Work Service Orders, Contract Change Orders, Engineering Call Offs & co-ordinate & administer the verification of payment release for Purchase Orders;
• Supervise commitment administration works such as (bank guarantees, issuance of Provisional/Final acceptances, schedule of contract deliverables, close-out etc.)
• Handling complaint, dispute (if any) related to contract administration issue;
• Performs miscellaneous job-related duties as assigned by Procurement Supervisor
Requirements
Bachelor Degree from reputable university with relative discipline. Master Degree is an added advantage.
• Min 10 years in Oil & Gas Industry with at least 8 years working as procurement.
• Successful conduct at least two (2) oil&gas drilling campaign.
• Experiences on downhole equipments including well completion,wireline, DD/MWD, ESP, cementing, mud logging… is an advance.
2. Specific knowledge & skills:
• Commercial sense required.
• Drilling process and equipment and services
• Understand Vietnamese Tendering Laws
• Fluent in written and spoken English (Legal and contractual English)
• Good computer skill such as Excel, Word, Power Point
• Ability to analyse problems
• Good interpersonal communication, negotiation and presentation skill
3. Business understanding:
• Knowledge and understanding of the contracting process in oil and gas industry.
• Basis understanding of Company/Subcontractor operations.
• Knowledge of Oil Exploration/production/upstream activity.
