Job Description
  • Liaise with functional or operational managers to understand their current and anticipated demand for goods and materials and develop plans, cost estimates, and schedules for integrating these needs into existing purchasing activities.
  • Evaluate and select suppliers and negotiate terms for major purchases; commit to purchases (within established limits of authority) that are in the organisation’s best interest.
  • Develop and implement purchasing and contract management instructions, policies, and procedures; Represent companies in negotiating contracts and formulating policies with suppliers.
  • Manage purchasing information and systems, analyze market and delivery systems in order to assess present and future material availability.
  • Analyse and evaluate the organisation’s overall purchasing trends to identify areas where purchases could be made in bulk.
  • Analyse and evaluate external price trends and new product offerings to identify opportunities to reduce overall purchasing costs.
  • Cost saving budgeting and targeting; Control purchasing department budgets.
  • Ensure the most cost effective and efficient procurement of all M&E materials and products.
  • Price and terms negotiation, optimization and management.
  • Stock and materials management.
  • International trading issues/imports/legal, awareness and management.
  • Review, evaluate, and approve specifications for issuing and awarding bids.
  • Select, and manage ongoing relationships with, major suppliers, vendors, or sub-contractors to drive costs out of the supply chain and ensure that the organisation receives satisfactory standards of service.
  • Lead, direct, evaluate, and develop a team of purchasing staff to ensure that the team’s resources are used effectively and that work schedules and targets are met.
  • Managing the preparation and maintenance of procurement plans & schedules to assist in the identification of cost saving opportunities.

 

Requirement


  • Diploma in M&E engineering -or equivalent
  • Strong M&E background and demonstrable knowledge from previous working history within the large scale project.
  • Vietnam with at least 3 years at the managerial level
  • Demonstrated experience in negotiating and oversight of purchase contracts
  • Demonstrated experience in time management, able to oversee the company internal purchasing process and support staff to use it
  • Excellent communication, negotiation and presentation skills (both English & Vietnamese)
  • Sound leadership and management capabilities
  • Matured, self-motivated and ability to work independently with a high level of professional integrity and ethics
  • Good interpersonal skills with strong analytically and a team player
  • Ability to work under high pressure
  • Capacity to work in a multicultural environment
