- Â Ensure the design, installation, construction, testing and commissioning of the piping fully comply with the international and local codes and standards as well as meeting all the Vietnamese regulatory requirements.
- Detail Engineering Design Phase - Review, comment and recommend approval of onshore pipeline design documents
- Review and recommend approval for all design documents such as; drawings, specifications, technical data, etc,.. during detail engineering and pipeline construction phase.
- Review EMDR & CMDR
- Negotiation with EPCC, vendors and subcontractors
- Resolve all technical issues relating to onshore pipeline
- Ensure all onshore pipeline design objectives are met and that all the engineering works are performed in accordance with the applicable codes and standards and good engineering practice
- Checking information and professional calculations submitted by the EPCC are correct
- Ensure the overall responsibility of pipeline supervision and administration of the EPCC obligations are met
- Assist lead engineer with monitoring EPCC project performance activities progress, and notify the lead engineer in a timely manner of any delay caused by the EPCC
- Review the material take-off documents, purchase orders and comments as required.
- Review manufacturing procedures and provide recommendation to the lead engineer
- Procurement
- Review all documents relating to procurement, eg, MPR, check list, manufacturer’s documentations etc,...
- Maybe required to take part in the contract negotiation process
- Installation, Construction, testing and Commissioning Phase
- Review and assess the test reports submitted by the EPCC and to ensure that the line pipe quality is in accordance with the specification, data sheet, codes and standards.
- Assist with inspecting the linepipe quality and quantity to ensure that they met the project specification and standards.
- Participate in monitoring and witnessing shop test linepipe
- Assist with auditing construction activities and progresses to ensure compliance with the required standards, procedure and specification
- Review pre-commissioning and commissioning procedures and ensure that they are in compliance with the specification, codes and standards.
- Assist with reviewing all pre-commissioning and commissioning activities and provide weekly report of the progress to lead engineer
- Review Operating and Maintenance manual and procedures
- 4. Site Inspection
- Monitor the implementation of the project HSE policy on construction sites.
- Monitor the installation of the onshore pipeline testing and installation
- Record and work with the constructor on variations and changes of the design.
- Monitor the testing, pre-commissioning and commissioning of the onshore pipeline.
- Attend project meeting where and as required
- Participate in HAZOP
- Prepare weekly and monthly reports and submit to lead engineer
- Review variation notification from EPCC, negotiate (if required) as necessary and provide recommendation
- Assist with review and audit vendor/contractors/subcontractors quality assurance program and schedule adherence
- Â Interface with EPCC, EPC sub-contractor, vendor, manufactures, etc,...
- EDUCATIONAL QUALIFICATIONS
- BSc in engineering or higher
- Intermediate level in English (Toeic score: 500-550)
- Minimum of five (05) years work experience in the oil and gas industry
- Experience with international codes and standards relevant to oil & gas engineering
- PERSONAL SKILLS
- Able to work with multinational team.
- Â Strong co-operative problem solving and analytical skills
- Â Work effectively independently or in team.
- Able to be relocated frequently
- Computer skills (AutoCAD, Microsoft Office, etc)
