JOB PURPOSE:

· The HSE Officer is responsible for coordinating the implementation of the Health, Safety and Environment Management System on client Offshore facilities operations.

· Provide, or facilitate health, safety and environmental advice and assistance to the PQP-HT Offshore Installation Manager and all personnel on board.

· Provide auditing function for internal audits and external audits on contractors.

· Fulfill the HSE CBTA system for all offshore staff as required in the "client -OPS-HRS-L-0201-0 Master CBTA Matrix”.

· Daily audit the permit to work system, regular inspect and maintain the safety equipments onboard.

CONTEXT

Client has recently acquired the Operatorship of Block 05.2 and 05.3 to develop two offshore HPHT condensate gas fields, Hai Thach and Moc Tinh fields. The first gas is planned for late 2012.

PRINCIPLE ACCOUNTABILITIES

· Conversant with the client ERP and his role within this plan.

· Conversant with and follows FMS procedures and company policy.

· Regularly submit HAZARD report for improvement.

· Incident investigation team member.

· Manage HAZARD report register system and coordinate with discipline supervisor to close out the HAZARD actions as soon as possible.

· Daily and weekly inspection safety equipments on PQP-HT and WHPs.

· Safety induction for visitor and new comer.

· Daily work around facilities for safety check.

· Authorized to stop any unsafe actions or equipments from being used.

· Monitor contractor onboard about safety aspects.

· Record the LTI of the facility. Perform PTW audit periodically.

· Provide administrative and HSE support to the facility Management Team

· Manage portable gas detectors onboard. Make sure there’re enough for using at any time.

· Swap over the fire extinguisher periodically as required by Manufacture.

· Maintain Breathing Apparatus system. Carry out charging if not enough pressure is contained in each BA. Ensure they’re ready to use at any time.

· Develop and implement proactive programs to improve and/or enhance the client Operations Health, Safety and Environment culture and performance.
