Job Description:

JOB PURPOSE

·The HSE Advisor position, Vietnam, will be responsible for maintaining and optimizing the HSEmanagement framework for all Drilling and Completion (including Well Testing) activities. Main organizational interfaces will be with the Vietnam Drilling Manager, the Regional HSE Manager, the client team inVietnam as well as all applicable contractors.

·Additional to HSE support for the drilling activities the position will also provide general HSE

·Support for all business activities in Vietnam.

ACCOUNTABILITIES

·The HSE Advisor will be accountable for the following on their assigned operation:

·Coaching and Mentoring of client employees, contractors and service providers to assure top quartile HSE performance in all operations

·Develop, implement and maintain all relevant HSE management processes for client

·Vietnam, including definition of relevant KPI’s, quality and performance

·Performance monitoring, recording, analyses and reporting of statistical data

·Chairing performance reviews and contractor HSE meetings

·Facilitating and monitoring development, maintenance and (re-) certification of HSE

·competence for client personnel, particularly for HSE critical tasks and responsibilities

·Leading and / or participating in investigation of allincidents

·Implementation of andparticipation in incident review panel sessions

·Identification and investigation of near miss incidents

·Quality control, analysis and tracking offollow-up actions and close-out status ofincidentreports

·Initiating corrective action and performance improvement plans

·Maintaining functional alignment and liaison with the client Vietnam team on behalf of theRegional HSE Manager

·Develop and maintain departmental Emergency Response capabilities and readiness

·Undertake site inspections & audits on all operational locations within Vietnam to enhance

·HSE standards, performance and cultures

·Provide HSE support for Supply Base and Logistical teams

·Provide HSE support for Client in anyother operational location or country

ADDITIONAL ACCOUNTABILITIES

·Where required the HSE Advisor will assist with and / or undertake the following tasks:

·Develop and implement permitting & associated HSE documentation for Drilling and

·Completion operations

·Maintain, test and undertake exercises of all documentation for future operations (Emergency Response, Incident Control, Bridging Documents, Oil Spill Contingency Plan, Environmental Plan, Waste Management, Well Test Validation, Well Test HazID / HazOP, Fire & Explosion Analyses)

·Providing support for all facets of Risk Management (Risk Management Plan, Risk Register)

·Provide Regional Management support as required

·Ensuring HSE values in workers’ hearts and minds every time, anywhere

·Achieving the highest HSE standards and an exemplary safety culture amongst employees &

·contractors

·Maintaining the highest HSE standards and performance during active work programs

·Work with client Management to identify and implement new, innovative programs to sustain interest, motivation and performance in HSE improvement

·Ensuring HSE compliance across all Drilling and Completion activities

·Work with Service Providers / Contractors to ensure operational, aviation and marine safety

·Bringing contractors HSE standards at par or above client requirements

RESPONSIBILITIES

·The HSE Advisor shall:

·Be a visible leader in HSE issues at all times

·Adopt a team player approach on a daily basis

·Coach and mentor other team members in all HSE issues to promote continuous improvement

·Demonstrate a thorough understanding of the client HSE Documentation (Bridging

·Documents, Emergency Response Plan, Oil Spill Response Plan, Environmental Plan etc.)

·Ensure Contractor compliance to all HSE Management System Bridging Documents and procedures

 

REQUIREMENTS

 

·The successful candidate shall be able to demonstrate the following:

·Be a proven safety leader

·Highly proactive on all HSE issues in a demanding HSE regime

·Proven verbal and written communication skills in Vietnamese and English

·Be a good communicator and work well in a team environment.

·Further education in the sphere of HSE

·Skilled in Microsoft Office applications (Word, Excel, Power-Point, Project and Visio)

·Advanced knowledge of Vietnamese legislative requirements

·Ability to develop HSE documentation to support offshore Drilling and Completion operations

·Technical experience in offshore Drilling and Completion operations

·Skilled in using risk analysis / risk assessment techniques

·Experienced in Incident investigation and corrective actions

·Ability to identify lessons learned and implement corrective actions
