Duties:
- This role is the focal point in contract administration and cost control of the FPSO and O&M contracts, the key contracts for the Vietnam BU Operations.
- The main responsibility of this role is to ensure that the financial performance of both Contractors is analysed and reported timely and accurately to enable the Commercial Manager, Operations/Production Manager to make appropriate decisions and effectively measure Contractors’ overall performance.
Invoice Verification
- Ensure that invoices submitted by FPSO and O&M contractors comply with contract and cost recovery requirements prior to routing it Contract Holder for approval
Cost Control
- Analyse actual O&M cost vs. contractor budget and POVO budget
- Analyse actual costs per category (i.e. Offshore personnel, onshore personnel, overtime/overcycle, spares, services, consumables, etc.)
- Ensure that cost of FPSO Rectification and repair of Defects are not charged to POVO and or invoiced back to FPSO contractor
- Prepare weekly/monthly reports on the above
Budgeting and Forecasting
- Provide inputs to OPEX budget on FPSO and O&M costs
- Provide forecast cost for FPSO and O&M
- Coordinate with Production, Engineering and Maintenance to ensure accuracy of forecast/budget
Contractor Management
- Provide guidance and advice on cost performance reporting against Contract and Budget
- Provide timely and accurate Statements in relation to ATCP
- Focal point on correspondences/coordination with Contractors on budget, costs and invoices
In all of the above, coordination and cooperation with Finance is crucial.
Maintaining a cooperative relationship with FPSO and O&M contractors while exercising control
- Coordinating with Finance, Engineering, Operations and Technical Teams on cost/invoicing obligations/ liabilities per ATCP/O&M Contracts
- “Happy FPSO and O&M Contractors” – no major disputes
- Timely reports
- Timely and appropriately supported statements and invoices (when necessary) to FPSO contractor
Requirements:
- Degree in Economics, Finance, Accounting, or equivalent experience (at least 5 years) in a similar role, preferably in the Oil & Gas Industry
Skills / experience:
- At least 5 years experience in contract administration and/or cost control
- Experience in supporting offshore operations
- Experience in budgeting
Knowledge (e.g. systems, software, procedures, regulations):
- Excellent Microsoft Excel and database skills
- Familiarity with budget and approval processes/procedures
- Good knowledge of Accounting processes
