Job Description:

Purpose of the job:

-Ensure proper monitoring of the fiscal and regulatorypolicy proposals and environment in order to execute the integrated regulatory, fiscal and communication strategy in order to obtain stability, predictability and business growth.

-The job description is an integral part of the labor contract signed between the Branch & the position holder. The job description shall be subject to amendment and supplementation from time to time depending on changes of business needs as decided by the Branch

Key duties:

-Establish & operate a monitoring network to follow the fiscal and regulatory policy proposals and environment in order to identify opportunities and threats on business growth, provide regular reports to Management Team on fiscal and regulatory developments and design proper engagement strategies to pro-actively address potential issues impacting business growth.

-Execute and coordinate with company joint efforts to outreach key governmentregulatory agencies to present agreed positions regarding product’s taxation and key regulatory issues aligned with company’s fiscal & regulatory strategies.

-Manage and update the "policy-makers and regulatory agencies” database.

-Communicate company’s positions and best practices on specific fiscal & regulatory topics as well as company’s views and positions in support of comprehensive product control regulation focused on harm reduction to key stakeholders

-Leverage company’s responsible positions and responsive initiatives on product control issues to build trust and credibility with stakeholders.

Major challenges:

-Balance direct and indirect engagement strategy with key stakeholders

-Leverage company and local product industry advocacy, issues raising and participation in key fiscal and regulatory proposal processes

-Offset increasing policy making influence systematically and aggressively exercised by MoH, WHO and TCAs on legislative, fiscal and regulatory agencies, e.g.

-National Assembly, Government, MoF, MoIT

Requirements:

-College/University

-Min 5-9 years experience

-Sound knowledge of national legislative, political and regulatory structure, framework and processes is required

-Past experience in public/private sector is required

-Past experience in Corporate Affairs is preferred

-Past experience in media relations is preferred

·Sound knowledge of state socio-economic and political policies and framework, political hierarchy and network, strategic socialist orientation direction vs. market economy development, trade issues, SOE reform dynamics, public/private sector & civil society status and trends, Vietnam's legislative, political and regulatory framework and processes.

-Other:

·The position described requires a measure of tolerance for ambiguity, and

·flexibility in approaches to business problem-solving
