Job Requirements Description

 

·Engineering Manager has overall responsibility for all engineering activities on the task force including engineering management, engineering, design, and material functions, and etc.

 

1.Key Responsibilities Include:

 

The following are general responsibilities for the Engineering Manager:

a) Attitude And Philosophy

Engineering Manager is the link between Project manager and personnel who provide Client services. Engineering Manager must stay in tune with Management philosophy and goals so this is communicated in a positive manner to assigned personnel.

 

b)Communication

 

Engineering Manager should be the focal point for communication from and to all the disciplines on the task force with Department Management, Project Management, the Client, and any third party. In general, Engineering Manager should be present during such discussions; Engineering Manager should be informed before or immediately after any discussion for which they were not present.

c)Engineering Manager must follow and enforce communications procedures established for the project. .

 

d) Schedule And Budgets

 

Ensure that contract requirements are completed within the limits established by both schedule and budget.

 

e) Working Rules

 

Ensure that all assigned personnel are familiar with and follow the company working rules. Special attention should be given to ensuring punctuality of working hours and lunch periods, with necessary corrective action taken as required.

 

f)Standards

 

Maintain an awareness of departmental needs in the development or improvement of standards and procedures.

 

g)Safety

 

Ensure that all designs produced, and working conditions for all disciplines/personnel, comply with adequate safety rules.

 

2.With proven competency, prepare engineering design, specification and/or recommendations for variety of the following:

· Establish an engineering management system to follow ISO requirements

· Establish an database and library for Oil and Gas Engineering/ Designing

· Set up a plane for development of engineering capabilities in client  in 10 years look ahead.

· Set up the training plan to develop the engineering skill/ experience for client ’s engineers for each discipline to make sure that they can perform the Conceptual Design/ FEED/ Detail Design

· Establish the system of work instructions for whole scope of engineering activities.

· To manage and control all engineering works and assigned personnel to ensure that, the personnel perform proper works, the works complete with budget and schedule for PTSC actual projects.

· Establish the standards and codes library for Oil and Gas Industry engineering.

· Set up a system of engineering software/ programs that client  engineering dept need to perform the engineering for Oil and Gas Industries.

· Set up the intergrated engineering data centre to control all engineering documentation and engineering documentation issuance.

· Oversees technical interface responsibilities within various design disciplines

· Ensure that all engineering works to be performed in accordance with the Company Management System ISO 9001, and meet client’ specification/requirements/expectations, as well as meeting relevant design standards.

· Prepares, reviews and approves Engineering Plan, Engineering Procedures, Engineering Documents, Drawings of Company/Project to ensure that those are met client’ requirements/expectation, and in accordance with the Company Management System ISO 9001, as well as in compliance with related design codes & standards.

· Assists Company Director/Engineering Department Manager in developing engineering resources and improving engineering works.

· In charge for managing all engineering issues of projects as well as Company

· In charge for teaching/training/instructing/knowledge transferring of engineering work for engineers in Company/Project.

· Technically Assist commercial department in procuring equipments, materials and services

· Supporting commercial department in the preparation and costing of bids and proposals

· Main responsibilities in engineering problems solving. Direct all phase of work

· Establish contact with client and client’ third parties to ensure their requirements are understood and communicated to all

· Perform other related engineering works as required by Company Director/Engineering Department Manager.

 

3.Key Requirements:

 

·At least Bachelor’s degree in engineering disciplines from a famous university, major in Oil & Gas Engineering is highly desired.

·Has at least 15 years experience

·Has passed the following positions in Engineering Company: Project Engineer, Lead, Engineering Manager or Operation Manager

·Has at least 10 years experience as an Engineering Manager in Offshore Oil & Gas Platform & Pipeline Projects or similar projects

·Being at least Engineering Manager position in engineering company, such as KBR, Technip, Mustang Engineering, MES, Worley Parson, etc

·Has experiences in Detailed Design Development, management of engineers as the Engineering Subcontractor for such projects: Wellhead Riser Platform (Topside and Jacket), Fixed Steel Offshore Platforms, Pipelines, FPSO, tec

·Has experiences in management of detailed design company and be able to prepare the following procedures, such as Engineering Control Procedures, Change Control Procedure, Interface Control Procedure, Inter-disciplines Interface, etc.

·Being able to establish an database and library for Oil and Gas Engineering/ Designing

·Making the schedule for Detailed Design for projects and providing CTR for each project

·Has experiences in Detailed Design work instruction

·Has experiences in FEED/Detailed Design for Offshore Oil &Gas Platform

·Deep knowledge on code and standards for Oil and Gas industry

·Well know the execution on detailed design of each disciplines, such as: Process, Rotating Equipments, Mechanical, Piping, Electrical, Instrumentation, etc

·Excellence in engineering problem solving

·Capable of using softwares relating to engineering calculation/modeling and engineering management work

·Good communications skills

Good organization and management skill/ leadership
