Requirements

Educational Level: University Graduated

Work Experience: Experience required minimum 7 years in Refinery operation with 2 years’ experience as jetty operator, terminal operator or loading master which includes not only routine operation but also trouble-shooting, trial operation. Experience required minimum 1 year in physical ship inspection based on OCIMF SIRE/non-SIRE (not required for insurance, class survey)

-   Physical ship inspection skill based on OCIMF SIRE Programme

-   Knowledge about structure and the function of oil tanker

-   Ship Loading/Unloading, commissioning and start-up.

-   Ability to teach skills to freshmen and exhibits patience.

-   Report writing and presentation skills

-   English skills IELTS 6.0 or equivalent

Responsibility

Section-6 has responsibility of operation for Tank and Jetty Section including Tank Farm Operation, SPM, Jetty, Track Loading, Sulfur Forming Unit, etc. Advisory Operator (Jetty, Ship inspector) is particularly in charge of following duties:

  • Specialize in above refinery operations
  • Have a considerable amount of experience in plant commissioning, startup, troubleshooting and normal operation, especially jetty operation.
  • Responsible for support of Lead Field Operator, and supervision of Field Operators together with DCS Operators and Lead Field Operator. The Advisory Operator (Jetty, Ship inspector) works outside on the jetty very closely with Lead Field Operator and Berth Master, DCS Operators by radio in making manual adjustments to valves and equipment.
  • Observe local instruments, gauges, and meters to verify conformance to standard operating practice.
  • Collects samples of various streams and delivers them to the laboratory.
  • Patrols the plant and ensures that the equipment is operating normally and that no unusual conditions exist.
  • Prepare equipment for maintenance including isolation, draining, steaming, and other procedures as required.
  • Perform minor maintenance such as grease filling-up for loading arm.
  • Responsible for guiding and mentoring less experienced operators and helpers.
  • Participate in the development of training programs as well as building up the operation team and ensuring their competence for the tasks in the assigned area.
  • Check inspection report from third party inspection company and collect external information of the tanker. Finally assess the tanker for acceptance.
  • Carry out physical ship inspection for oil tanker coming to NSRP port by using NSRP Vessel Inspection Questionnaire.
  • Carry out pre-berthing inspection at anchorage area to re-check corrective actions against Observation reported on Ship Inspection Report by using checklist and finally make a decision for acceptance.

Before Mechanical Completion, they take the initiative in proceeding with operation readiness such as operation work flow and manual development, DCS development, support of training local hired operators, selection of outsourcing company, and preparation and execution of commissioning work, etc.
